Related #4146

Improve message returned to clients on failure storing the DICOM object for error code A777H implying either of the following occurred :

  • No Patient ID in object
  • No Patient ID from trusted Assigning Authority in object

Rationale : Returning just No Patient ID from trusted Assigning Authority in object can be misleading for debugging, with assumption that DICOM object didn't contain patient identifier belonging to assigning authorities configured as part of Trusted Patient ID Pattern(s) / Trusted Issuer of Patient ID(s) configs.

Improve message to No Patient ID (from trusted Assigning Authority) in object - catering to both cases
