FileSystemStorage: make behavior on existing file configurable by optional property onFileExists:

Property Behavior
onFileExists=NOOP do not store the object to the Storage, but add a reference to the existing file for the instance in the database
onFileExists=FAILURE (or any other value different to NOOP) storage fails with FileAlreadyExistsException
no such property create random 8 hex-digits file name, preserving the previous behavior
