Describe the bug

Just synced everything, and the UI is showing workflows that were never run before with the pause/stop icons enabled:

These should be greyed out until we play the workflow.

Release version(s) and/or repository branch(es) affected?

master

Steps to reproduce the bug

Expected behavior

The workflow is marked as installed or not run etc. The icons are greyed out. The user can click on the left-hand side button to expand a menu and click on play. That would then enable pause and stop.

This might be a side-effect of the "installed" state so might be fixed by those PRs.
