Modified cylc-flow CLA, removing Cylc in sentences such as
"Request enhancements by opening an issue at Cylc Issues @ Github"

This way the CLA can be generic across projects. The only other difference from Cylc Flow's CLA are the links, that point to this repository.
Left near the bottom "The Cylc Contributor Licence Agreement..." as I believe it should be fine to name the CLA as such.
Finally, added contributors found via
