Issue
overriding-packages discusses about the relationship of packages and workspaces, multiple of them, that is not straight-forward to novice or even mid/advanced readers who are not into the subject.
Resolution approach
The issue is not limited to this particular page...With workspace explanation, relation ship b/w multiple packages and workspaces are frequently discussed, and almost every time I have hard time in understanding before I end up drawing on a paper. Asuming I'm not the only one, we might as well help visualizing in the documentation.
