Recommend VM Location 에서 동일 위치(리전)의 스팩들에는 우선순위가 없으므로
랜덤으로 우선순위가 지정되었으나,
이를 가격으로 변경 개선함.
(동일한 위치인 경우, 낮은 가격을 제시한 스팩의 우선순위가 높아짐)
