@kanelbulle can you try importing this PR and see if it builds? I think these min sdk versions are used internally, but I could be wrong.

Issue id: GradleOverrides This minSdkVersion value (...) is not used; it is always overridden by the value specified in the Gradle build script (...) Inspection info: The value of (for example) minSdkVersion is only used if it is not specified in the build.gradle build scripts. When specified in the Gradle build scripts, the manifest value is ignored and can be misleading, so should be removed to avoid ambiguity.

Description
AGP 7.4/8.x migration. Automated via Android Studio, but split up into pieces and heavily reviewed/changed. Review commit by commit, it'll make more sense that way. Let me know if you don't agree, and I'll drop/fix that commit.
Motivation and Context
I contributed a PR and the local build gave me this (I wondered if I introduced any new problems 🤨):

This PR should cut this down to about 30%.
Testing
Did a
gradlew clean publishToMavenLocaland diffed the resulting directories with IDEA (looks inside .JAR and .AAR files too.) It looked the same, apart from some removed<application />and timestamps.
