* Created model passthrough shim interface. * Proxy ap214 not created yet (effects of passthrough not being implemented are roughly the same as a nil implementation anyway). * Created IFC shim proxy. * IfcApi ported over to use proxy passthrough. * Tests pass.

This implements the webifc shim proxy interface and moves the IFC implementation into the IFC-specific proxy. There are minor stubs for implementing the AP214 version.
Also merges in latest mainline changes. This relates to (#152).
