Both G++ and Clang seem to need compiler extensions flags in order to provide std::numeric_limits specializations for 128-bit integer types. This commit enables these flags for Clang as well as G++.

Tested on Ubuntu 18.04 and 16.04 / Windows 10 / macOS

In the past, I have seen warnings about else and endif not matching if you don't give them the same parameters. But in this case, I saw none. I'll chalk it up to "magic"
