This PR aligns the CONTRIBUTING.md and PULL_REQUEST_TEMPLATE.md with the new agreement.
Removes all existing potential variations of CONTRIBUTING, PULL_REQUEST_TEMPLATE, and CODEOWNERS.
Adds standardized PULL_REQUEST_TEMPLATE.md and CONTRIBUTING.md
