Add GPT-3 checkbox & emphasize to search for existing issues first.

Background

Auto-GPT is currently receiving a flood of issues, many of which are duplicate, and many are related to the limitations of GPT-3. This might help.

Changes

  • Emphasized to search for existing issues first
  • Added checkbox to indicate whether someone is using GPT-3. Maybe this can also be used to add a label automatically?

Test Plan

No code changes -> no tests.
