This is quite WIP. The base Plutarch library works with https://github.com/input-output-hk/plutus/tree/9c7318b67b7ab0c589f6a2d1bb2c6a5835b2db79, i.e. the version https://github.com/input-output-hk/ghc-next-packages .
I'm not satisfied with the design of mlabs-tooling.nix. We need a better way to add
plutarch-test's executable as a check.
