extract step when creating DataSource from JSON #1101

Will this create a problem for the usage in Evaluator.main? That may assume step is extracted by this constructor.

It is still extracted, just now that happen in the other constructor if the passed in step is null. There should be no change in behavior for calling this constructor directly.
