@zengfung I see you added a license file, but that's not an OSI-approved license. It looks like it's the same license used in #31549, so I'll refer you to the discussion in that pull request. If you're unable to relicense your package with an OSI-approved license, unfortunately we won't be able to accept it in the General registry. Note that users will anyway be able to install it by URL (but they should be aware of the license restrictions).
