This is better than the logic we were using before to compute what the size should be. That size was sometimes too small. Signed-off-by: Patrick Avery <[email protected]>

This reorganizes the OmeMapsViewerDialog widgets so that there is more vertical space for the "HKL Seeds" table.
The widgets at the top of the dialog were moved to the right side, along with the "Filtering" that was previously on the left. This allows the HKL Seeds to be larger, and it makes the dialog layout more consistent with how the main window now is as of #1113.
