Description
This PR adds Ostracon spec because it did not have the spec. This PR contains only the spec skeleton due to the initial spec-related PR.
This spec is defined based on CometBFT v0.34.x Spec and is written so that the difference with CometBFT is clear.
This spec preview is here. Please review only the configuration of the spec. Also, if there are any apparent mistakes in the content, please comment on them.
