Custom game creation window doesn't save selected mods and map #3156

Describe the bug
With version 2024.3.0 the custom game creation window no longer saves the selected mods and map.

To Reproduce
Open custom game window.
Select mods and/or map.
Cancel or create custom game.
Open custom game window again -> Last selection is not saved.

Expected behavior
Prior to v2024.3.0 the selection was saved.

The selected map is easy to fix

I think it would make sense for this dialog to track mods selected separately from the 'manage active mods' function in the mods page. Currently these are populated from whatever the active ones are.

Alternatively changing a mod here could reflect back in the active mods?

The selected mods and the active mods are the same thing.
