Test Environment assets for Authz (security branch)

Objects

There are two Institutions (named "Public Institution" and "Private Institution") that are public and private, respectively.

There are two Modules (both named "Security Tester") one public and one private. Both contain one function, named "function", that accepts no arguments and returns a string "function ran!"

Users

There are four users with permissions in the universe of objects in the Test Environment, named for the five permission levels. (owner, write, read, run, and none) Unsurprisingly, each user has that permission level on all objects in the test environment.

All test environment users' passwords are the same as their username.
