Disable GAVersioning before self update test

Description

Previously published version in PIR is 2.11.1.8 which has GAVersioning enabled. The test VMs are created and update to that version which is opted into RSM, so the agent does not self update to latest published version. This PR updates the agent_publish scenario to disable GAVersioning in conf before checking for update.
