Removed public kernel inner.
Also removed the output validators for public kernel merge and public kernel tail. Since we are just using these two circuits for simulation now, we don't have to double check that the output was constructed correctly. This removes half of the code for public kernels, making it easier to just focus on the logic in the output composers and migrate them to ts.
