v3: Migrate the @zowe/imperative package to the zowe-cli monorepo

I suggest migrating the Zowe Imperative repository into a subpackage of the Zowe CLI monorepo. This move will streamline the development process by reducing duplication and consolidating the codebase. The resulting structure will provide a more comprehensive framework for building applications on the platform, with the Zowe Imperative subpackage adding additional functionality as needed.

In addition, I suggest renaming the resulting subpackage to @zowe/framework-for-zowe-sdk. The new name, Framework-for-Zowe-SDK, reflects the true role of the package as a comprehensive framework for building the Zowe CLI. By renaming Imperative, we can more effectively communicate the capabilities of the resulting package to potential users and contributors.
