git: support offline/prefer-offline

git is the last missing piece of the offline puzzle. We don't really do anything, afaict, to make sure the network isn't hit for git stuff :\

Since I consider this to be a core part of pacote's api itself, and since it would be very surprising for folks using --offline to have git hit the network, I'm marking this as a bug.
