zetaclient should automatically shut down if does not match the zetacored major version or if it is not greater than or equal to a configured minimum version.

We should only consider a protocol / policy-based solution like this if we have exhausted all other options.
If we move towards a more decentralized network in the future, this will add one more thing to worry about.

With that said, I do not see any problems with this approach right now
