There are cases where services have non-global names. Consider printer.local or 10.0.0.1. These things are not securely part of the web. There are ways in which these could be brought under the umbrella.

(There's an effort to do something along these lines in the IETF. It might be that this is going to move. I have reservations.)

There's also activity within the W3C, with Chrome actively participating: w3c/tpac2024-breakouts#78
