[feature request] Hide "I know already" notifications

I suggest automatically dismissing notifications that are particular to a city, e.g., HOUSING_PREVENTING_GROWTH, CITY_LOW_AMENITIES, and CITY_STARVING, if the city in question is currently constructing something that addresses the issue.

For the first two, check the Buildings table of the current Construction: Housing and Entertainment respectively. For the third, check the Building_YieldChanges table for YieldType 'YIELD_FOOD')
