change latency metric unit

currently using package to track latency for a fastAPI application running in production, alongside other applications.

the latency we're collecting for other applications we are recording in milliseconds, but the default duration for the metrics in this package are in seconds. We want all of our latency metrics to be recorded in the same unit, milliseconds.

I cannot see any option anywhere to override the duration unit, it seems to be very deeply baked into the code.
