Test compatibility with Tact in CI

Is your feature request related to a problem? Please describe.
Tact has recently switched to using Sandbox for its end-to-end tests: tact-lang/tact#651. So it's highly desired to make sure Sandbox stays compatible with Tact. Or at least we get an early warning if breaking changes are unavoidable.

Describe the solution you'd like
Add CI to this repository and test all PRs with the latest released Tact version and the version from Tact's Github repo (main branch).

Describe alternatives you've considered
An alternative for Tact would be to test compatibility against the dev version of Sandbox. However, usually projects test their compatibility with their major clients.
