Is there a reason for Nuget.Core dependency to be exactly 2.11.1?

I noticed Nuget.Lucene.Web has dependency of Nuget.Core >= 2.11.1, but Nuget.Lucene which Nuget.Lucene.Web depends on has a more strict dependency to be exactly 2.11.1. Is there a reason behind this?

This prevents updating Nuget.Core version.
