PAR router for dragonfly needs up to 7 VCs (currently derived from UGAL which is 6). This is due to the fact that PAR might take a minimal hop at the source group before deciding to go valiant. This causes seg fault when testing canonical dragonfly with circulant global wiring and PAR routing.
