SPDX report is missing packages field

Hi, I was going through the example SPDX report that this tool outputs and noticed that it is missing the packages field that SPDX v3.0 spec includes.
From this code snippet, looks like packages field is definitely not included.
Is there reason why this field wasn't included?

hi @Pivotal-Jeff-Jun at the time I believe the spec for very much in progress and had missing fields. This repo has not been updated since, I am checking internally if there are any plans we can share on this project.
