Describe the bug

ERROR: QueryError: internal error: Storage error: Hummock error: ReadCurrentEpoch error Cannot read when cluster is under recovery. read 3866511677194240 < min current epoch 3866515088801792.

aka cannot recover successfully.

Both meta and compactor restarted once, but seems fail to recover
