For .NET and nuget (since v5.3) the PackageDownload item exists (https://learn.microsoft.com/en-us/nuget/consume-packages/packagedownload-functionality).

These dependencies are ignored by renovate, but would be nice if they don't.

I don't know what "minimal production" means in this context 🤷‍♂️

A package download looks like:

note the square brackets around the version string.

You create a minimal repository demonstrating the "problem", e.g. a repo containing the characteristics you describe, which doesn't detect or update the dependency. Another way of thinking about it: it's a repository against which we could test to prove that it works later.
