validation fails on cleared time

If you clear the time field for start or end date and then select "Whole Day" the form fails validation. Time shouldn't be required if Whole Day is selected and this is especially confusing to users because that check box hides the time buttons. It also still tries to validate that the end time is after start time, which shouldn't matter.
