to get new banners that look more like 4chan's, we should wait for the community to grow and then start contests
in the meantime, I think banners about plebbit inside-jokes should be hardcoded to only appear in plebbit-tagged subs in our default list. Every other banner should appear in any sub without the plebbit tag. Not sure if we have enough banners already to do this, or if we should wait for the new banners from contests
