Parachain should sync even if it has no core #1427

Right now if we fail to fetch the parahead of a relay chain, the parachain will appear stalled.
Instead, we should try to sync from the peer-to-peer network.

Closing as misunderstanding how parachains work.
#1431 is more appropriate instead.
