Background

Would be great to create an issue for each TODO in the PR diff on merge to main and assign it to the author.

Acceptance Criteria

  • CI job that runs on merge to main
  • Reads diff in the PR
  • For each TODO, create an issue and assign it to the PR author
  • Add label "T:auto"
