adds a new release announcement each month - because of the default sort order, the newest, most relevant announcement is always at the bottom of an ever increasing list.

Would be nice if there was a way to pin a file, or declare a sort order, or manually specify the order of each file. Any suggestions?

Good suggestion. About a third of the Github repos I spend time on would be more efficient if some folders could be reverse their order.
