  1. From GitHub discussion, I found the below as a common issue faced by developers, this PR adds the solution (worked for me and few others as per this discussion) on the docker installation page
  2. Fix numbering

Maybe better to point them to the relevant section in Troubleshooting.md (https://github.com/oppia/oppia/wiki/Troubleshooting#docker-setup) and compile the troubleshooting instructions there?
