We need to update the XDG_CACHE_HOME, XDG_CONFIG_HOME, and the XDG_DATA_HOME environment variables to point to a writeable directory, /tmp, so that we can download our models using the RHEL AI 1.3.1 image in the instructlab-base-importer pipeline.

Otherwise we run into Permission Denied errors.
