GitHub actions for Android 0.89.2 is failing (usually it does not fail)

I believe it's because we have review issues with 0.89.1

I found this relevant thread ( https://support.google.com/googleplay/android-developer/thread/239783514?hl=en&msgid=239838912 ) that explains how to deal with this issue. However I think we first need to resolved by appeal that Sherry Chung sent to google right? Then we can re-run GitHub actions for 0.89.2 so it can upload normally.

I suggest:

1. Add iOS tracking fix ( https://app.asana.com/0/0/1206618451736620/1206670907355313/f ) in this version.
2. Then re-release.

Because the v240206-capture-cam-ionic ( https://app.asana.com/0/0/1206491967244628 ) is still undergoing review, which might take longer, this timing allows the next version to be published in a relatively complete state for tracking.

This issue is more servere than the previous update rejection because Google Play will force Capture Cam to unlist on Google Play Store. However, the previous financial declaration update is blocked by the update rejection.

Since the previous Review Queue is passed, I'll dent the Financial declaration update to review and see if I can solve this (cc Tammy Yang )
