Usage of NODE_ENV within the codebase

The NODE_ENV environment variable is considered an anti-pattern and the Nx codebase contains many references to it.

Can we use this space to discuss this issue / collate information on why the variable is used.

Ultimately I would like to start working towards removing it as it sets a bad precedence to developers.
