Proposal for new private repository: nodejs-private/cloudflare-management

As agreed in the last @nodejs/build meeting (nodejs/build#3604), we need a private repository nodejs-private/cloudflare-management to host the Terraform initiative (nodejs/build#3391 and nodejs/build#3270).

Additionally (if possible) I will need access level to be able to add secrets to the pipelines.
