Summary

When monitors are migrated they are currently migrated in a disabled state.

Desired Behavior

Add flag to enable as well as disable monitors. So monitors can be enabled on the target account once the traffic has been redirected.

Possible Solution

Pass an enable flag to the script. PR to follow.
