we need an email service for notifications

design notes

  • use AWS Pinpoint instead of AWS SES since we can build on Pinpoint to do SMS and marketing campaigns
  • fold notifications into the service layer similar to how we did identity

priority notes

  • another project needs this so we want to prioritize this soon
