In order to support efficiency scenarios for a large 1P Microsoft cloud platform, would like to request a version of procdump targeting mariner 2.0+ and ARM64. Ideally published to the same PMC

Key scenario is the ability to take on demand dumps of applications.

Have chatted with @MarioHewardt internally about this as well.
