No Transfer and AU No Transfer

We have the No Transfer and AU No Transfer settings, but they seems to be configured incorrectly.

Them having a requirements do not seem very logical, since their description says that the soul was anchored accidentally.
And the Homecoming perk should not be necessary if we are already at home.

Also their description says: "Well, there weren't but you happened to choose Second Wave Parahumans...", but we can select it without having Second Wave Parahumans, so i should be changed to "Well, there weren't but IF you happened to choose Second Wave Parahumans..."

It would also be nice to be able to choose not only a week earlier or later, but also months and years. For example One Month Early and One Year Late
