I am also having the same issue. It is showing the correct time in the dashboard (UTC+1) but when a service goes down, in the notification it is showing the wrong time (UTC+0)
We are clearing up our old issues and your ticket has been open for 3 months with no activity. Remove stale label or comment or this will be closed in 2 days.
