iOS: missing submit button on project page

the missing button is because when fetching project/module data the flag has_idea_adding_permission is set to false.
Which is expected because there is no active phase (all expired).

But if logged in as admin on aplus web this permission is set to true. This is expected as well.
Just in iOs simulator it is still set to false, even if logged in as admin.
