Empty room Image Packs are shown in emoticon-settings

Description

Empty Image Packs are shown in emoticon-settings. I tried deleting all images from it in nheko and I tried editing the event to {} with Element's developer tools. nheko doesn't show them so I'm guessing it's a bug in FluffyChat.

To Reproduce

1. Create image pack in a room
2. Delete all images from it or update it to {}
3. Image pack is still shown
