In rooms with tons of non-message events previous messages are not visible

Steps to reproduce:

1. Open a room with a lot of non-message events (joins, leaves, avatar changes), i.e. https://matrix.to/#/#web-announcements:schildi.chat
2. See the "Load more" button, which you have to press multiple times before you see another real chat message in this chat, this can take too much time in rooms with tons of such events.

Expected behavior:

In any room opened, the user should see the same (or maybe approximately the same) amount of real messages containing real content (not counting non-content messages like joins), before FluffyChat starts downloading older history when scrolling up.
